Selecting Power Sets and Starting Powers

Power up!

At this point, the real fun starts as you select a Primary Power Set and your first power. After that, you choose a Secondary Power Set and a second power, which complements the first.

A Power Set is a group of nine related powers. You begin with the powers at the top of the list and gain additional powers as you progress through City of Villains. Your Threat Level in the game determines which powers you have access to. Therefore, you won’t have access to the more complex powers until much later in your criminal career. Initially, you get to choose from the first two powers in the Primary Set and the first power in the Secondary Set.

The Primary Power Set is the basis for all the powers you wield throughout the course of the game; after archetype, this is the second most important choice you make when creating an alter ego. You can’t access the other Power Sets after you accept one here, so choose wisely!

One important note: The powers you begin with at earlier levels grow in strength and ability as you progress through the game, and, with the addition of Enhancements, they’ll be useful throughout your entire crime spree.

A Villain’s Journey

Primary Power

Our villain endured horrific repercussions from the scientific experiments, butchering his DNA with that of a wild wolf. There is an element of nature in here, so Stone and Energy Melee aren’t in keeping with the overall theme. This twisted creation will rely on Super Strength to see him through his double life. That’s the power set sorted.

Jab or Punch? Jab is a quick attack, it recharges quickly but doesn’t deal the kind of damage we’re looking for. We want a feisty fighter, so opt for the Punch - it’s a hard hitter, and it doesn’t take too long to recharge. We’ll let our fists do the talking…

Our creature of the night is shaping up nicely on the attacking front, now it’s time to turn our attention to his defensive powers. It’s no good building up a solid fighter only for him to fall foul with a glass jaw.

Secondary Power

To keep our villain on his feet, we’re choosing Invulnerability as the Secondary Power Set. We get one power, which has to be Resist Physical Damage. With this the blows from our enemies will bounce off, pretty handy in those up-close-and-personal situations.
