City of Villains and City of Heroes share the same universe. Lord Recluse, the leader of Arachnos and ruler of the Rogue Isles, is the archenemy of Statesman, the premier hero of Paragon City.
In the game, villain players can fight against hero players in the PvP zones and can attack each other’s Supergroup Bases in attempts to steal their opponents’ Items of Power.
